CHAPTER V, No. 41, Page: 42
Treasurer’s Duties:
a To receive and be in
charge of all the moneys of the Diocese Council and to deposit them in such
Scheduled/Nationalised Bank or Banks as shall be specified by the Finance
Committee of the Executive Committee and operate on such accounts jointly with
the Bishop.
b to make all payments
sanctioned by the Executive Committee or its finance Committee.
c to submit quarterly statements of accounts and annual
accounts to the finance committee, Executive Committee and audited annual
accounts to the Finance Committee, Executive Committee and Diocesan council.
d. to prepare an annual budget
for the following year in consultation with the Finance Committee and present
it to the Executive committee and Diocesan Council for approval.
e. To
preserve in the Diocesan office the title deeds and other documents connected
with the property and funds of the Diocese and
f . To exercise
supervisory control over the funds of the Districts; which include authority to
examine the accounts of every congregation, Pastorate, District, Institutions
and other bodies, and to call for audit and make report to the Executive
committee.
And in CHAPTER VII,
No. 74, Page No. 61,
It clearly says what all are the
duties of Bishop regarding Finance and it reads:
FINANCE:
The Bishop shall have a general oversight of the financial administration of
the Diocese but shall not exercise any direct control over the finance.
And further in CHAPTER VI,
Page 58, under sub section (i) we read:
The Executive Committee shall act as the Managing
committee on behalf of the Church of South India Trust Association for all the
properties in the Diocese held by the Church of south India Trust Association
as bare trustee.
The Executive Committee shall
administer the same according to the rules approved by the C.S.I Synod and
Church of South India Trust Association.
